See that is what confuses me. He is permanetly visiting so why is not congested enough for that? Also again, less congested worlds have queue times that are 3 times longer plus I have a plot in the game and a medium FC house, to give that up is insane especially given how empty Limsa is right now on Mateus compared to Malboro or other worlds that have been opened more recently.

It may not be congested enough to visit at some parts of the day or depending on where in the patch cycle, but overall they are trying to reduce the pop on Mateus.

Back in Heavensward, Balmung was congested and back then they did not block transfers at all. So everyone got around the fact it was too congested to create characters by making one elsewhere, then doing a paid transfer.

It was so congested that I filled a fresh linkshell in 2 days with newly transferred players. It was then that I knew the extent of the problem. Balmung was a bubble and it was going to burst eventually. So they did something about it and created Congested status to prevent paid transfers, and instead allowed temporary visits when it's not as congested. It is possible for there to be a day where they can't visit or won't be able to login to that world though due to reaching visitor cap.

Trust me, I get it but he has been visiting daily for nine months but still cannot transfer. I've seen the population go down, tons of houses keep opening and the longest queue I have seen in a bit is maybe 25 tops during busy hours. I get the cause and I get the reason and why something like Balmung is totally shut down but Mateus is not what it once was.
