They use trial accounts to evade blacklists.

Please read this again. One more time. This is not nothing. It's no better then gil sellers. Hell, I wouldn't be surprised if the same tools were being used to do this.

If I were to blacklist these characters and they stayed on my black list and "DID NOT COME BACK" I'd have zero problem.

How do you know that the players' intent is to evade your blacklist, or anyone else's? Have they even spoken to you? Are you even a known person to them? Maybe they're making new characters because that's what they enjoy doing, regardless of your feelings and how much energy you spend paying attention to them? Come to think of it, your diligent tracking of this player's behavior could be considered stalking.

By watching how they behave. Put them on your blacklist. They disappear. Watch them come back in /exactly/ the same pixel on your screen hours later. That is not a player.
