IIRC, it's because all gear is modeled to have your character wearing shoes, and if they removed it would look wrong. Also, this is why long boots and heels don't change your height at all, since they just reduce your shins' length to make up for the difference.
This isn't an argument anymore since they added the Moonfire Sandals years ago. When we can have flat sandals then we also can have bare feet.

I'd be happy with dyeable Lady's Clogs. The dudes have a set of flip flops they can dye but not females. Which is weird.

It's so ironic how bare feet would look wrong the way the models are designed but high heels that subtract from your leg's total height do not? Your characters suddenly don't get taller with any of the high shoes, let it be heels or tall soles.
Also, a quick google search can show bare feet working just fine in forbidden mods... Regardless of production costs, why it wouldn't work if it was engineered by the devs themselves?
I'm really surprised that the upgraded player models didn't include bare feet.
In the "I really doubt it but on the off-chance category" they did say there would be continual graphic improvements to the game. Don't know why they can't let us have bare feet. When downloaded Stormblood expansion had a bug during it and delete the bare foot sandals. All did was show my character floating not far off the floor. Never did download the game again to fix the bug.
Thanks for this, now I'm never going to get the fact that you just have a huge chunk of extra flesh to make the heel out of my head. Nightmare.
