    You own a personal house. That's why.

    You cannot bid (on a FC plot) or change (a FC) plot, as an owner of a personal house.

    I have two accounts, one has a FC house, and one has a personal house. My account with a personal house cannot make a bid.

    I can make an FC bid on any of my alts on my personal house account.

    I can make ANY bid on my FC account characters.
