They're always there for the main story and first couple of patches, then fade to the background while the later patches either do a separate story or start setting the stage for the next expansion. Think Aymeric, Lyse, etc.. The goalpost moving and logical gymnastics are becoming truly incredible.
Yeah its a strange way to frame it, it reads like they weren't paying attention to the narrative until one npc was on the screen for longer than they liked. Which I'm not even gonna say is inherently bad, if an character is disruptive in a way one does not find pleasing that's fine. But the attempt to frame the honestly rather redundant story structure of ffxiv patch cycles as a "failed experiment " reads as ill informed , desperate or honestly both
