However, I would like to suggest the following troubleshooting as it may help resolve the error 16a.

Go to:
C: Documents > My Games > FINAL FANTASY XIV - A Realm Reborn
. Delete all the contents in there
. After deleting the contents, right-click on the folder and select Properties.
. If it is set as read only, please uncheck this option.
. If One Drive is enabled, please disable it.
. Re-launch Final Fantasy XIV
