It's just themed glamour, not something that's actually necessary. The promo site's screenshots have plenty of NPCs just standing around in generic, vaguely sci-fi outfits.

I think they said we’re going to other planets too not just the moon, in later patches.
But yea, why can’t we use the power of Dynamis to make an atmosphere like in that other zone ?

Only Mare Lamentorum has an atmosphere, the rest of the Moon is exposed to the vacuum of space and Sharlayan scientist have used space suits to explore beyond Mare Lamentorum. Theses bits of lore were from side quest in Labyrinthos and such.
