I had a GM Rep message me in-game about a half-hour ago.
The Rep ported to my location and, 'poof', the scarf was in my inventory.

Once I received my scarf, the first thing I asked the Rep was "Is it possible you could tell me if there's a hidden effect on this thing?"
I was only able to find out that the Reps aren't allowed to tell.
I do know a couple things it -doesn't- have as hidden effects, if it even has any hidden effects.
-No discounts at vendors
-No stats are enhanced in the stat window (though it does indeed give 5 whole defense)
-No boosts to exp
-No increase to meld success-rate
-No supercool glowy aura-type thingy
-I still can't jump. Or climb the smallest of ledges.
Alright, the last 2 are just random things I tacked on, but if any of these is effective under a certain level (like...say...level 30, since that's my lowest rank class) I'll never know. Until they release a new class.

Maybe it's just an innocent status symbol? It would be a bit unfair if it gave people a huge advantage, although I also suppose it doesn't look nearly cool enough to excuse being totally useless either.
