Of course you can clear those contents with a lower ILvl, but who would want to let people without 730 gear join a chaotic static on release?

You know you can fully upgrade tomestone without doing any savage right? This was true for lvl 90 and it's also true for this tier as well, and most likely also true for this upcoming one.

As for CoD, the PF that requires that ilvl is not very frequent. Also, how is that a SE issue if people are the ones doing this 730 gate-keeping thing?

Because if the dungeon's max ILvl was like Unreals where ILvl is always synced down then it wouldn't be an issue?
