This scenario has already played out on Dynamis. If they were to enable DC travel OCE would be 100% dead 100% of the time, it may as well not even exist at that point.

The situation with Dynamis is very different since OCE is a region all on its own and not an extension of an existing region, but as it stands there are OCE people who won't move to OCE because they know they'll be trapped, and OCE people already on OCE who wish to leave because they are trapped.
