And that gets reimbursed selling Stiperstone to the crafters for thier unlimited anima, its a win win for gatherers (especially miner) who are in the 40s, exp, unlimited anima and gil.

As far as I can tell the hats are rewards for:-

Botany - Hyrstmill
Fishing - Limsa defense
Miner - Uldah defense.

It was said the fishing hat wouldn't be in the game until 1.22a which is when they plan to add limsa and uldah defense.

I have no idea how you buy items from the hyrstmill hamlet i didn't check.
