Honestly It's so backwards that they think people care about some slight pictomancer potency nerfs, but won't care about changing how black mage works. I'm pretty sure it didn't even get a mention with how little they thought people would care. Do they honestly think its more important to people that a jobs potencies are kept high, then the actual effective gameplay changes that shake a class up to its core isn't even a second thought to this.

They haven't learnt anything from Shadowbringers, Endwalker making jobs more simple doesn't appeal to anyone... people may say "but casual players!" but in reality casual players do not really care about doing optimal damage even if they did then why can't they play one of the 20 other jobs that are already easy to play.

Honestly I find these changes very insulting, all the time and effort i spent learning black mage means nothing now because the job doesn't even resemble something i want to play anymore, mostly because theirs no need to actually postion, the risk of having triple cast for extra damage (now casts are less then gcd), black mage is bassically as mobile as any healer now easily able to slide cast... It was already a mistake to give all healer 1.5 cast gcd, now black mage is getting the same treatment, if I wanted to play a highly mobile ranged job i'd play physical ranged thank you.

At this point our feedback is meaningless anyway though, ultimately nothing will change we can hope for 8.0 but theirs more of a chance they just make job design worse instead of better.
