I think they need to look into the code of roulette.

Over the last mount I play catch up with MSQ trial and Alliance raid. Direct queue 10 min before the daily reset on a weekend.

It averages took 40 minutes to pop, then when I queue roulette trial or alliance raid either instant or less than 5 minutes wait.

That would be due to Direct que your going to be lined up behind other direct que's and all of those get filled in a first come first served basis. Roulettes fill you into any place you can fill any direct que request. (And Trials and Alliance raid are favorable to DPS due to party composition of more DPS in the party.)
