They can do both and have done both. Shadow of Werlyt didn't prevent Seat of Sacrifice from happening, and there was also a completely unrelated EX trial in Memoria Misera
Shadow of Werlyt was excellent, true. Although personally, I think it stands out compared to the rest. The stories of the Warring Triad and Four Lords weren't great in my opinion - they felt limited and cursory, stunted in scale by necessity of being side content.

Tying trials to MSQ so you can have even less stories about a place. Worldbuilding has been getting sloppier and sloppier with every piece of content they take away.
Well... not surprising, since
And allow me to expand:
The FFXIV community consider deleting content a "blessing".
The FFXIV community consider long patch cycles a "blessing".
The FFXIV community consider staggered release to milk the most sub time out of you a "blessing".
The FFXIV community consider the threat of housing demolition if you unsub a "blessing".
The FFXIV community consider recycled content and sticking to a 12-year-old formula a "blessing".
The FFXIV community consider the lack of any botting enforcement a "blessing".
The FFXIV community consider homogenized, dumbed down job design a "blessing".

Thrilled by the announcements. My main complaint outside the writing was having nothing to do, which is being solved.
Appreciate the upcoming content and thrilled the listened to feedback that we didn’t want a tomestone dump relic.
Regarding the empty space on the moons we're visiting
I don't know why people are complaining about that because the whole point of cosmic exploration seems to be building things up as a community so it'll have more to it down the line
"Anything I don't like is bait"
"Any criticism of my favorite video game is bait"
It only takes one look at Lodestone to recognise a troll's alt, Skiros. You've been paying subs and expansions religiously to derail discussions and lure people in with ragebait with your botted alts. That's some stupid commitment alright.

The comparable endeavors at least started with some kind of framework, not just an empty stretch of sand that seems devoid of use. Revenant's Toll was the closest a place came to starting from nothing, but even that started as an Adventurer's Guild outpost to replace the one they lost in the Calamity.
It's more akin to island sanctuary which similarly starts off as a blank (wild and overgrown) slate that quickly becomes your base of operations. The comparable endeavors at least started with some kind of framework, not just an empty stretch of sand that seems devoid of use.
