Tested it a bit. If Blast Arrow is initiated before Sky High is used, then the animation finishes through and knocks back midair. It boils down to mainly luck in using it before the DRG LBs so yeah I guess I kinda agree that maybe knockback immunity should be applied the moment Sky High is initiated.
