That is completely normal, yeah. Higher resolutions will drive higher utilization. Minimum PSU is GTX970 for 1280x720, recommended is RTX2060 for 1920x1080.i gave up and going back to my RTX 3050 that sometimes crash with directx 11000002 error, maybe this is more fixable?
is it normal to have 75% GPU usage while playing with max graphics at windows 1920 x 1080 resolution?
if my screen is set to 2560 x 1440 then it adds another 24% to the GPU total and it can hit 99-100%.

What does the event viewer say at the time of the crash?
in windows logs - system
and in windows logs - application
What's your CPU? I don't see you mention it anywhere. Have you gone through BIOS to check whether your GPU is overlocked? I know you used MSI Afterburner, but can try through BIOS instead.
