I choose to imagine that one of the art leads just periodically goes to retro stores in Akihabara. A lot of the leisurewear looks like it was pulled from the '90s or '00s.

I hope so Hilda's is the one I want and have wanted for so many years...It is odd they never added it with the set as like you say it was on there by accident. I hope it is soon. I do feel it should be one we get for free Gold saucer maybe or PVP reward but tradable so everyone has access. I think the top is not bad on the glam but like another player said it is like a portal to the sims now lmao.

I am pretty certain this is copium for the lack of content and the drip feeding is meant to make you look forward to something. There is a chance you will get it for February so people have a reason to subscribe for another month before the next patch drops.
