Yes caps are. We won't know how Garuda weapons truly compare until people get them and do the test. But from what we know for now it looks like Ifrit's > all still.

so using a garuda bow could possibly lower your piety cap from 350ish to 320 or so further more reducing the amount of damage you can output.
