I don't recall seeing it overmuch in SHB and EW. Also wasn't content in HW infamously rough and carried by the story beats?

Meanwhile I am having a blast in Eureka and enjoying the community there. I felt no sense of accomplishment or me,or able journey just buying Tombstone Weapon #2. In fact I just destroyed nearly all of mine as I have no attachment to them whatsoever, as I would any other piece of random gear I no longer need.It definitely just looks like Bozja 2.0. Maybe it will be less convaluted, lol.
I actually liked the last relic grind. I know loads hated it, but I liked having a use for my unlocked tomestones. Plus, the two before it were attached to thouse horrid zones, so it was nice not to have to worry about it.
EW relics were just lazy and disappointing.
Perhaps you're looking in the wrong direction. Most of the folks complaining have EXHAUSTED the extra content, and not every activity is going to appeal or draw in the playerbase. 'Nothing to do' means nothing that catches their interest or eye.

It’s literally impossible to produce mainstream content at a rate that keeps pace with the players devouring it.When people say there's nothing to do, they are referring to nothing that holds their interests. People shouldn't be forced to go into a fairly niche section of the game just to get what little scraps of content there is.
The developers should be doing a much better job, and no amount of "Go do all those Big Fish", and "Haven't you thought about doing Frontlines until you feel like crying for the several thousand victories achievement" is going to resolve the serious content deficit.
It's an utter sad state of affairs when the suggestions amount to "Go do content from 3 expansions ago". We have been doing this already for long enough.
Well, at least content that still adheres to some sort of quality standards and has no cheesy roadblocks in place, like WoW TBC Brutallus that was nothing but a numbers and gear check and prolonged the patch in an artificial way. But that wouldn’t even work here because the gearing is way faster and easier and the “raids” work differently.
