It's done that way because SE believes everyone will do the JP way -- queue through the duty finder rather than using PF. That way there's always some sort of guarantee there will be a new player. This is just my guess though, might be wrong.

JP way sounds a hell of a lot less toxic than the PF way.

To my knowledge, the JP community doesn't use PF at all. You queue through the duty finder and choose either option to your liking. Since they rely more on chat macros, people basically know what to do/where to go and just keep practicing that.

They do use PF, but just to learn. When they close to a clear they will queue up in duty finder instead of looking for a "clear" party in PF like NA and EU does. The will continue to use it to farm. At least that I was always told from ppl who are familiar with how JP does content like this and savage.
