Why do casual players seem entitled to cosmetic items added in game?

So chaotic came out, and I've seen multiple posters on the forums making statements along the line of

"The hairstyle should not have been added in chaotic when SE knows lots of casual players will want it"

Why do some people feel entitled to cosmetic items such as this? I genuinely don't get it. It's obviously there either: as a reward to players doing difficult content, or as a means to encourage people to step out of their comfort zone.
Even so, it's purchasable on the market board, so why is it such a problem?

That's not the argument they were making. It's not about whether or not you feel entitled to complain, it's why do you feel entitled to the cosmetic item itself. I mean dang there's a half dozen hairstyles I want that are cash shop exclusive but I ain't complaining about it.
