I actually presented this idea to my friends back before they made changes to how you can queue for AR roulettes (back when you could ilvl cheese it). I think it would be a good change. But then AR roulettes may take a lot longer to fill. I think only SE would have the data on how many of its players actually have the in between expansions' ARs unlocked and that may be a factor in why this change wasn't done yet.
