And yes, having the role sub-divided into 3 sets of armor and 2 sets of accessory required vs. every other role's 1 set each does suck.

It's vestigial from those sub-roles actually having noticeable differences. Alas.

You'll typically severely struggle to meet the DPS checks for turn 3 and 4 if your whole party is in last tier's BiS. Savage is tuned for crafted gear.
