Some people are messed up

Some people are messed up
Player

The Key Points of this section makes it pretty clear that this does not apply to a tank who does not jump into combat to save a DPS because they are waiting on someone to finish the cutscene to join combat first.
Each player has a different level of skill, and in some cases, there may be a situation where the duty/content will fail. From the perspective of a skilled player in such a situation, a less skilled player may appear to be "adversarial/uncooperative/apathetic," but even if this is the case, it is not a violation as long as the player is playing appropriately.
For example, the following types of situations fall under the act of giving an advantage to the enemy (or the opposing team/players in PvP content):
"I don't want to heal because there is a player I don't like in the group."
"I don't think we can clear this anyway, so I'll just get hit by the enemy attack and go AFK after I'm knocked out."
"I'm going to join the opposing team as a healer and do nothing so my friends on the other team can win the PvP content."
If a report has been filed and the prohibited activity is confirmed, a penalty will be issued.
Please note that Square Enix may conduct investigations and issue a penalty in its discretion even if a report has not been filed if the act has been confirmed publicly through online video, streaming services, or other means.

I pay to play the game and I'd like to do so, waiting for some random ill never meet again and who probably doesn't even own the game to watch some 10 year old cutscene isn't part of it.

It is though. If you sign up with a random; you signed up to share a space and experience with other strangers. Being rude about it doesn't change this.

You literally cannot watch dungeon or raid cutscenes in the inn. Go try it and tell us how it went.If it is the lower end stuff I see no reason to wait, I would say it would be polite when it is with then last 2-3 expansions though, but wont break anything either in that department.
YOU can watch all cutscenes from the Inn's as well and if you got a house/apartment or apartment in FC/being in FC... you can place a piece of furniture that also would make you able to go over logs.
It is bad design, I'll agree with that. The same gate that keeps everyone at the start of the instance until the opening cutscene is finished, should come up to prevent pulling the boss until everyone's done watching the pre-boss cutscene. So you wont really miss anything, it is bad design in general from SE to put the cutscenes where they do with any group content, it would be better put if it was upon leaving the instance and when unlocking the raid/dungeon/trial getting the start cutscene there as well.

If a tank or dps pull and die because the healer was watching the cutscene they deserved the death for being too impatient to spare a few flipping seconds.
I rarely see that happen though. In most cases they only pull if they know the content is going to be easy enough. I've never seen anyone pull early in current expansion content.

There haven't been lockouts for years now, but yes, newbies might miss the very key mechanics in the first 20 seconds of the fight (the key mechanics are a raidwide and a tankbuster)
If i was a GM and a person that pulled while cutscene was playing reported someone else for watching or respecting a cutscene i would frankly ban the person reporting and tell him he can take a few days off and learn not to be a jerk
