During 1.0 and ARR, EU servers were physically located in the USA.
Ever since they moved the EU servers to Europe (Germany, I think?), it has splintered the community in multiple shards. There is still a decent amount of european players playing on NA, and american players playing on EU servers. If you finally open DC travel, the ARR playerbase is going to heal in some capacity.

No governments are very much involved in games and their communities. They have back-channel access to many mmos.
