    Yes, this is related to the restrictions on house ownership. It's meant to stop people from buying multiple houses on the same account, which it doesn't do, and unfortunately makes it a bit complicated for people who try to relocate their fc houses.

    When you buy an fc plot for an fc who doesn't have a plot yet, the system creates a permanent record of the fc, the character buying the plot and the estate itself. At any point in time, if that character is in that fc and the fc still has the estate, only that one character on the account can relocate. Relocation doesn't change the permanent record. The only way to delete the record is to delete one of the three components: delete the character, delete the fc or demolish the estate including the workshop and rooms.

    You can try to place a bid with each character in the fc. The alt that is able to bid is the owner.

    Or you can kick all of your own characters except the fc leader. That should allow you to bid regardless of which character is the owner, but you will not find out who the owner is with this method. "Owner" in this context means the specific character you used to buy the first fc house.

    Thank you so much for the explanation. A GM actually reached out to me while I was typing a reply, and I was able to ask someone directly who the "owner" of my house was and it is one of my alts. I could have sworn I tried to place a bid with that character before but I guess I'll have to wait for auto demo to start back again for a larger house to open up to see if bidding with my alt works.
