I had made a suggestion that they enforce only one personal and FC plot per world and they have 45 days to choose which ones to keep. Then they are refunded the entire cost of the plot once their extra plots are demolished and that would eliminate the majority of submarine shacks on Dynamis where 4 people own entire wards. For those that don't choose, then the game chooses at random for them. 45 days is plenty enough time to choose which plots you want to keep.

Have to completely agree that anything that can be exploited will be exploited by players who are just that selfish, and that this problem sounds like something that's been ongoing for too long without a remedy. However, it's one of many things that would be completely solved with instanced housing.
I never understood why some players have their heart and mind set on owning an entire ward.
