I think this emote makes sense to be a persistent emote, all things considered.
But yes I do agree that they should look at past emotes and make those persistent where appropriate. Insist and Read are the ones that instantly come to mind for me.

The list can continue for each and every emote following your brilliant logic... Point being, you're making a non-point. This is an emote that can be combo'd with others, e.g., Shake Drink > Hand Over. Let's just be honest with ourselves, your problem isn't whether it makes sense for it to be persistent.

The solution is now clear: add a persistence toggle that applies to every emote.
Mixing a beverage takes maybe 30 seconds, whereas people spend hours at a time reading a book or staring at a screen in one sitting. And when someone gets on your case about something, they NEVER let up.'Scuse me whilst I read the same page of a book....Forever.

And of course, those emotes don't make any noise either. But the noise really is only a problem if it's persistent, since you're barred from spamming. Combo argument only supports it not being persistent too.
