I agree that it's a serious problem that people are allowed to own so many fc's and hoard all the limited housing plots, but I can also see why this wouldn't be the right solution unfortunately.
Submarines are already heavily used to supply gil RMT since they make essentially infinite gil if you have multiple FC houses set up with subs. I don't see how this would change anything other than average players would have access to the money printers that right now only a select few can get.
