The most fair gear is looking at what is easily obtainable at a certain point. At level 100 this means 690 for the body slots (lvl 99, free and always unlocked through the msq), and 660 for jewelry (lvl 90 poetics). As all of this is easily obtainable, you can therefor easily go for 685 average and 660 minimum at a certain point. For savage this might be 700 min for all 1-4, while the average goes up. Again, for those who want to go savage 700 is a realistic minimum they can achieve (market).

Thats why 2 measurements arent a bad idea. However, i would say that party finder should NEVER be allowed to demand a minimum though, that will just create conflicts (it makes no sense to deny someone with a 710 average that has 1 700 and 1 720 piece vs someone that has all 710. if the duty demands 700 as minimum, that is already a minimal treshold anyway).

Minimum item levels are only a good system to demand players to upgrade beyond a certain point. Otherwise you might run with lvl 80 gear in a dawntrail dungeon, which makes no sense to allow.
