I'd be all for an idea like this. You can take "normal" piece of gear and equip it in your fashion slot. You don't gain the stats/defense from it but it does display over your current gear. And following what the OP said, restrictions on what class could use what and level limits would all remain the same. So for example a Lv50 WHM could equip their Healer's Robe but display say like a cowl or some other equipment usable by their class over it. If you're not the right job/class/level to use the gear you couldn't equip it even as a vanity piece. Examining someone shows their real equipment.
But I'd have to say no to the weapons, we can do without these. A command exists if you prefer to hide your weapon anyway. As for those complaining about not seeing who the other person is in terms of class/job, does it really matter? A CNJ/WHM could wear all the same equipment as a THM/BLM and if they hide the weapon you couldn't tell either apart beyond their actions or examining them. A PGL/MNK could equip a wool hat, robe, halfgloves, gaskins, and a pair of pattens. Hide their weapon via command and for all you know that person is now a healer. And this can be done without slots. A fix for PvP content is a temporary disable for vanity gear. Aside from possible costs/time restraints I can see no reason why they shouldn't implement this feature.

If this means I can put optimally higher level items (as long as they're technically equipable to the class at the given level) in a vanity slot so that every time I start levelling a low-level class, I don't have to appear to be wearing a miss-matched set of horrible grey items, then hurrah! tbh, I'd also like one for earrings as well, so I can wear the blossom flower instead of the annoying thick wedding-ring-like earrings (or at least, that's how they look on Lalafell) but that's not really as important as the main clothing.
Also, needless to say, this feature would be incredibly useful for the role-playing community. No more OOC costume changes for when switching to crafting classes. Or at least less of them, anyway, if items are still class/level-specific. It also means a player can have the benefits of AF gear without looking like, for example, a typical dragoon when their role-play character needs the stats but isn't a dragoon themselves, and they're taking part in a combat-based role-playing event.
Moving along, I do not understand the arguments against this idea. If you don't like messing with vanity items, just leave the slots alone. Simple as. It doesn't effect you. So don't complain about it. Thats like saying "Oh, other players are getting something I don't want. They shouldn't be allowed!" It's as bad as complaining a friend is getting cookies when you don't want any yourself.

This is always a popular suggestion in near every game out there. And has been adopted far too slowly by a large amount of developers. Despite what some folks say about not wanting top armors hidden by peoples choice for aesthetics when there is and ugly armor they are often just as disgusted. If you'd like to show off your top raid armor thats fine by me and nearly anyone else. heck you may be even easier to spot as a top raider when theres even less of your aermor showing since many folks could really care less.
Many games have found great responses to this feature and uses for past content for item skins and for some games, gold sinks for the systems that allow the switch. Responses to the point that a wealth of newer and upcoming games have attempted to find ways to somewhat or totally seperate stats from the gear itself.
Another things to keep in mind is some times the reason this isn't done is not because of any aesthetic reasons by developers, but because of game architecture. Its far easier server and client side to have a "fairly" predictable idea of what skins need to be loaded. Now such systems are being overcome or built in.
As far as pvp, i see the discussion generally falls into an "at a glance i want to know X". Personal opinion i find pvp alot more fun if i'm not sure. We're not dealing with WOW type stat jumps in FF14, its hardly a "game breaker".
I totally support character customization for looks. Personally i prefer the Vintage Hauberk and more spear like weapons as apposed to harpoons. A system like this helps rip the teeth off general complains about armor and weapon skin looks when you can just grab your favorite and wear it. I also agree with keeping it in class. Saying bikinis instead of armor is honestly a sad attempt at trolling since if you read the OP you'd have understood what is being asked for. a /display X command is the type of system you'd get bikini killers, not a skinning system.
All in all, like any thread on this topic with the systems suggested in the OP, i add my support!

I shared the thought with some players, from our LS inclouded Buttons, and many liked the idea. They mentionned the crafting gears for example, there are sets with good stats but are tired to always look the same ^^,
