High level is pretty vague, could mean anything from savage raids/ultimate raids to critieon or blue raiding.
I do agree that BLM does seem to do less damage compared to PIC on dummies and such but that's because PIC has one of the most potent openers in the game. Over time BLM will catch up and surpass PCT in damage because PCT has a strong burst but a weak filler while BLM has a strong burst and strong filler. BLM just needs a little more damage buffs at least for flare star.

Opener is an issue I agree, but not only that

Mobility and utility is a problem,

weather BLM have faster recast/cast times (doing this is dumb btw)
or PCT have higher cast time and less utility (healing/dmg buff)

either ways BLM needs a buff I agree but I hate flare star it shouldn't exist
