I think we also have to keep in mind that no one can make a character on Shadow yet. (Have you noticed the entirely empty Market Boards by any chance?) So of course it's going to be dead. Let's be honest, it was SE's full intention to open the DC earlier to reduce the congestion from Dawntrail's launch.

I think we should wait with deleting an entire DC before even giving it the chance to grow.
