Evidently you don't know much about the topic you're discussing because funnily enough, that is correct. The worst healer in damage does 85% of the best tanks damage across all skill-levels of hard content. And that's the worst vs best ...
Well I can't test between all Tanks and Healers... But I have WHM and WAR at 100 and one thing I can go do is use old content unsynced as a punching bag to test clear times based on just raw DPS...
The bag of choice being Deltascape 3 (O3), as you can just have 100% uptime.
WHM with ilvl 693 takes around 3 minutes to 2:45, depending on how much slidecasts you can get out.
WAR with ilvl 685 takes around 2:20. Could probably shave a few seconds off with more practice.
And just for further study, MNK at ilvl 696, was able to get a time of 1:30.
I'd say the gap between Tanks and DPS over here is being about the same as Tanks and Healers...
The gap from Tank > DPS is much more significant than Healer > Tank. Your testing alone shows that, Tank > DPS is a difference of 50 seconds verses the 25 of Tank > Healer. We'll just agree to disagree at this point.
All of this is irrelevant anyway because,
Although I wont quote my source (feel free to google) since its taboo here to mention the site, there is literally data of over 35,000 healer runs and 32,000 tank runs and countless DPS (In Dawntrail alone) which shows that the gap between Tank and Healer damage is marginal compared to that of DPS and Supports. I think your argument should be that Healers deserve a more engaging DPS rotation because the argument of healers doing a lot less DPS than tanks is objectively wrong and provably so.
