Krile's parents said they knew she had the Echo when she was a baby, but how could they or anyone else tell that she had the Echo if she couldn't communicate seeing people's memories in her mind because she was a baby who couldn't even talk yet?

The Echo has a big enough imprint on a soul that it can be copied and pasted with the right technology (see: the Resonant). Coming from a society built around using and reusing souls, which is also centuries ahead of the Source technologically because timey-wimey ball between reflections, it stands to reason they had technology capable of analyzing souls. Ergo, they had a look at it.

They didn't give us a reason for how they knew she had the Echo. We can try to think up one and try to have it make sense in the setting, but the honest truth here is "I don't think the writers thought about it," which is the answer for most of the odd questions this expansion brought up.

Thank you, that actually makes a lot of sense, especially considering they did explain the process of removing memories from souls and such, thus they probably have some kinda fancy technology to know that someone was able to access someone elses' memories via the Echo in some way.
