I believe its done less of because they care about plot reasons, and more of because they WANT Ul'dah, Gridania and Limsa to be populated to sell the illusion of activity to new players.

But everyone hangs out in the second end-game city that DOES have a marketboard. So having a marketboard in the other city wouldn't affect the original 3 at all.
