Is there any reason Holy Spirit/Circle can't become Confettior under the Req buff?

I get RA can't become Atonement because there are times where you want to break the combo, but I can't see any reason you'd use HS/HG over Confettior under Req when you can.

Divine Might stacks you sometimes might want to use to delay Confiteor and or combo by a GCD, and generally locks you out using which might under certain circumstances prevent you using the stack, a perfect example was p10s during towers if first soak, there is a risk of losing a stack of DM if you didn't use HS somewhere while Req is active.

Some dungeons you want to use HC first while waiting for mobs to group before using Confiteor and combo.

Honestly hotbar management is not difficult.
