    You have a 4090 — the most powerful GPU on the market — paired with a 3960X, a CPU made for productivity, not gaming.

    You are CPU-bound. Practically everyone is, especially on the AMD side, as Intel CPUs perform better in this game (see GamersNexus benchmarks)

    The DLSS implementation is forced to be dynamic res right now. It checks the GPU load and progressively lowers the resolution if it's too high.

    If you use debug tools to check what DLSS is doing, you'll see that it's staying at DLAA (100% res), considering how overkill your video card is.

    Therefore, lowering your resolution using FSR (or DLSS) would not net you any performance gains.

    It`s all good and all, but why any other game of this year or last works on max, some even without DLSS?
    For instance dead island 2, last year game, all maxed, 60+ fps stable (Monitor 60Hz). No DLSS. Played yesterday.
