Chances of that happening are extremely low. They'd have to implement an anti-cheat, and the numbers of modders for character models is more than likely far and away more than people using ACT. This is more for a separate discussion though.

It's more about sanctioning streamers and players who publicly use these tools to shame other people.

This is funny, this person was so fixated on preparing an analysis on the background of the people who posted in the healerstrike, but on reading their answer 6 in the Q&A I'd say that most of the reasons for the healerstrike sailed right over his head. He/She would have been better advised to spend more time on analyzing the reactions to the strike or to people's various opinions.
Second point- I'd just report the non-cleansed version to Google. This person sounds asinine, if they want to put this together for their personal use, I could care less, however if the intent is to intimidate or harass people, that's a different story.

I thought the whole point of the strike was that healers are useless and boring to play specifically in casual content.I know we all kinda collectively don’t ask don’t tell about add ons but publicly shaming logs (which mind you being a casual shouldn’t even preclude you having a voice on this topic) just seems pointlessly excessive for a topic you shouldn’t need credentials to have a voice on and these are people square sanctions by inviting them to the media tours

The only upshot here is imagining Arthars sitting in his 2000 USD gaming chair, completely naked, stuck to the upholstery by sweat, taking a shot of FFXIV Branded Mountain Dew and screaming "YEAH!" at the ceiling as he quivers and shakes his fists and stares intensely at each new line.
