Probably due to two reasons.
1. Because it's the initial capital with the most varied political system. Gridania was kneecapped by the elements and Limsa is a former anarchy turned benevolent dictatorship leaving Ul'Dah with it's mixed aristocracy filled with intrigue.
2. It was the nation that took in most Ala Mhigan refuges including one refuge landing a position at the very top of their society.
Also they got the largest table. Gridania got a pond and Limsa a small room with a nice view.
MSQ takes you to Ul'dah a lot, and the Waking Sands is a stones throw from it, so players are very likely to be passing through Thanalan a lot.
In lore, Ul'dah is a merchant city that naturally sees a lot of traffic and people from outside of Eorzea, whereas Gridania is isolationist (at lvl 1 you can't explore before going to the Adventurer's Guild because they 'don't let outsiders wander around their city'), and Limsa is full of pirates. I'd go to Ul'dah too.

still uldah is overly used both story and addons yes thats true, but so much of Gridania is untouched I mean hell they could do a varient dungeon for the elementals in Gridania as well _-_
Idk how to put it, just so sick of Ul'dah for almost everything
Ul'dah is fugly so they need reasons for people to go there

Like it's been said, Gridania host several events, unlocks two of the newer jobs, used to be the place you had to go to receive the achievements rewards and if we're counting the gold saucer that is outside of Ul'dah then Gridania is technically tied to the first deep dungeon.
Calling Ul'dah "over used" is kind of a stretch.

Gridania: lets say gets 3 of the events, 2 new job unlock, and okay lets give grid also the deep dungeon it still less used lol and lets be kinda and count bard preformance unlock thats still far less than uldah even combined with limsa lol
Uldah: FF16 event: ff15event: ladys day: rdm,reaper,viper,sam, golden saucer, Vast majority of the msq is located through this zone, Varient dungeon,golden saucer, yo kai unlock, relic weapon start for arr,materia melding, unlock dying and glamor dresser 2 side dungeons thats required from gc promotions , Remebrace 10 year etc event located there as well. ALso the vast majority of hildy in arr is all within uldah lol
Limsa: (is also used about equal to uldah) Unlocks hair changer: sage, dancer jobs, Wolfs deen, and summer event .
