It's because Ul'dah has some of the best music in the game, especially out of the first three city states. Sultana Dreaming, on repeat.

Personally I think the '10 levels behind' starting point is a good compromise.
This game is built around the expectation of people trying out new jobs. Of course you CAN level just one job and ever touch anything else. But you're encouraged to swap around, try new things, etc.
It would be nice for new players if they could start at level 1 with any job. But for returning players, starting at 1 (or even 30) for every new job would be a massive grind if they want to play the new job in the new expansion. Starting 10 behind the new expansion starting level helps to put something of a barrier there to level through without being a huge time sink. And because the new jobs are in ARR cities, anyone could say start the game as a thm/acn and then swap to say red mage or pictomancer when they hit the right level. Or any job really and just use the gear these new jobs start with. So while a new player couldn't start at picto level 1, they can just swap right to it when they hit 80 and not have to go back and level again.
Does it make a ton of sense that someone would learn rogue and start at 1, learn mch and start at 30, and start at 80 as a viper strictly story wise? That may be a bit odd. But then again, quests are assumed to happen chronologically when they're added. And the WOL is growing more experienced and stronger over time. So even story wise it could be hand waved as well.
