So a "gnome" type race that has variable "horns" or "tails" just to cover all the bases.
To be honest, I think the game has "enough" races and we're unlikely to get another that can't be scaled to what's already in the game. So the result is we get something like "Gnomes" that are basically TERA's Elin with horns/tails options, that use the same Lalafell gear.
The biggest problem with adding a race, is that it requires adding all new gear, going back to level 1. It can be done, it just isn't cost-effective to do so. We need the gender parity because people cry foul, but we don't necessarily need "new races" when they could just unlock some of the magnets on the existing models.
Like for example, let's say we could adjust the height of lalafells so that they could be an entire head taller. Is there any lore reason why that isn't possible? Likewise Miqote tails and Au Ra tails. There's no engine limitation that says they can't. It's just lore reasons why you don't see Miqote that aren't "cat" and likewise I assume Hrothgar's are "Lion-like" because that minimizes the the need to have gear fit another "animal ears" type. The reason why the newer races to the game don't have hats is pretty obvious when you see what happens when Miqote and Au Ra wear them. They have to make them unique to every race. So they opted to just not do that. It would make more sense if they just provided a lore reason.
But I see some people's point that if they aren't going to provide all the different gear, maybe they should not add further races that deviate from what's there. We see "child female miqote", "child male/female Au ra" and "child male/female hyur" in the game, so clearly the game has models and animations for a character that size. They could just leverage that for another race that just mixes and matches what we already have from the Hyur, and Miqote children. Add the horns from Padjal (they're basically JUST hyur with horns) and you have the option to have a Padjal race without adding any additional assets to the game. Likewise we've seen how the child Garleans are just "taller" Hyur children type models too. So having a "Garlean" race wouldn't be impossible except for Lore reasons that would prevent them from having the caster jobs.
If it were possible to change magnets of the body sizes of the standard races we already further, so we could have "somewhat thicker" or "curvier" characters would be welcome, but maybe just have "magnetic accessory slots" (PSO2 has like dozens of slots) that just allow the player to attach and glamor things like wings, horns, tails, to any character type. Within reason. Like a miqote player might want to temporarily glamor over their cat traits for halloween. There are also players out there who maybe want a different style of "animal" ears that the game doesn't offer that could just hide the miqote ears and place the static other (eg fox, mouse) type in place (or better yet keep them emote-able.) The existing fashion accessory system is limited in that you can't bring it into the dungeon, nor does it persist on a mount, when a minion is out, or when you attune to an air aether current.
