I'm going to take this as confirmation that duty queues will become region-wide with the launch of Dawntrail. Otherwise, a datacenter with only 3 worlds will have issues queueing for 24 and 8-man content just as Dynamis has (despite it's worlds being well populated).

That's a bit short for a summary and leaving out some crucial details. He said it's impossible at the moment and the rework of the system in a way making this possible would take 2-3 years. They are however aware there is an issue with people travelling to a few DCs for content, leaving others empty, and they're trying to look into solutions that don't take 2-3 years. If they are implementing a short term solution while working at the "proper" one in the back until 8.0 was not mentioned, they have to ponder about this issue for a while and come up with a plan.

Technically, yes, but I guess people would riot because Square "rips apart their statics" or something...
That aside, with the upcoming expansion it is a good idea to have extra space for people to avoid congestion. That's why Shadow is being opened the way it is after all, and I suppose that's why they added new servers to Dynamis as well, despite the DC being fairly new. (My partner and I will certainly try hopping over to Shadow, should stuff get dire again.)

I could imagine them turning it off half a year or so after Dawntrail dropped though, when congestion is less of an issue. That said, I think this will be the last desperate step when nothing else works regardless. Media tour gave them some other ideas on how to handle it, like giving extra rewards or so for going to a specific DC and rotating or adding a bonus for queueing in your own DC or something. We'll have to wait and see what they'll come up with based on this.

Believe this has already been addressed and he said If They even worked on it it would be three years out
