It's basically Canada's anti-gambling laws. They're supposed to regulate 'competitions' by mandating a test of skill, but have the unfortunate side-effect of stopping promotions like these.

As for the EU, my guess is the complicated gambling laws differing between countries.

There's probably some level of international law that makes a promo based on carbonated sugar water more difficult in countries that don't place 99% of the burden of paying for health care on their citizens.

Believe it or not, the rest of the world has promotions too. It's not a thing that's specific to the USA.

(Also, it's 2024, are people still drinking sugar in the current year? Most of the new fizzy juice flavours are sugar free here.)

What gambling? The points you get from the drinks are set, aren't they? It's not random. Same with previous promotions FFXIV has had, there was no gambling or element of chance. You just buy the thing, and get an item code.
