Fun fact - Canada has a actual different Mountain Dew then the US due to certain laws regarding beverages (for example in Canada we do use high fructose Corn-syrup as a sweetner in Dew but we label it differently). Canada Mountain Dew promotions are handled by a different company (See DEWmocracy campagin)
However I doubt the code is region locked and will give a answer soon.

It depends on where your account is connected. So whether it is a US/EU or JP account. I couldn't redeem an emote that was exclusive in Japan with my EU account because SE now has a region lock on it.

It's not even all US residents. Somehow Puerto Rico is not even included in the promo but Guam is. Both Puerto Rico and Guam residents are US citizens. Puerto Rico can't even open the mountain dew gaming website because it's blocked.
