It could be neat if long hairstyles had like...a ponytail equivalent or something that could be toggled without going to aesthetician, but other than that, hair clipping with high collars and other tall structures in the neck region is never going to get fixed. Hell, it happens even in games that include some hair physics. It's just a consequence/tradeoff for having variety in clothes and hair shapes.
I really liked TERA's automatic up-do variants for longer hairstyles. While they weren't quite pretty, i.e. you got like ponytail or tight buns, it was a nice option. But that's probably too much work for our small indie company.Unless you're looking for something like this or for the game to automatically put your hair into an up-do variant like TERA did, I'm not sure what else could be done while still maintaining appropriate performance numbers and not modifying a bunch of armor designs?
Sometimes rumors are just... rumors.
To prevent clipping, you would need a good physics engine. And you would have to rework all hairstyles, all bodies and all clothes to do that correctly. So it is very unlikely, that they will do that.

Like the others are saying I don't see that change happening, but a realistic solution I would love is if you could select hairstyles to be connected to glamour plates, AND an option to tie longer hairstyles up into a ponytail or something (make it a toggle like how you toggle visor/weapons/hats).
This is probably one of those issues that, from a development standpoint, just isn't worth fixing. Given the sheer amount of time it would take to make sure every hairstyle works with every armor/race combination, and create alternatives for then they don't, it's probably more efficient for the devs to just let things clip as needed.
This is why I end up not using a lot of glams (including a lot of the store bought ones I might add), because for some damn reason they insist on giving most of them stuff bunched around the back of the neck and all my favorite hairs clip through them. And when I *do* feel like using a short hairstyle I enjoy? I still end up avoiding the clip-happy glams because I don't want to redo the glam now, oh and SHEER SPITE, lol.
It's also why the "hairstyles tied to face" thing for female Hrothgar already feels like a pain to deal with, because now I have to be careful I don't pick one of the long hairstyles that clips through things that other ones don't, and then realizing I don't like the other shorter options, not even being able to fall back on unlocked hairstyles because I don't know which ones (of any) can be used at launch, so now I have to pick a completely different face to avoid the issue.
Might want to get used to mentally blocking out the clipping sadly.
In the distant future i imagine hair-clipping will be solved but then we'll have to deal with the issue of shoelace-clipping.
