There are so many BRD attack animations that are begging for a cast time. And like having movement restricted while pulling back the draw string show up as an archery mechanic in many other games so why not bring it back in xiv-?

By all means you ranged players can take all the casts you want, just keep them off melee ;_;
The irony is that little nukes like midare or communio probably would have fitted rphys better, but they got scared shitless of people's reactions after they went over the top with bow and gun mage in HW... MCH tools (unless reassembled) or BRD's Apex Arrow are prime examples of what could require a cast.

The only problem with that philosophy is eventually they get stuck with nowhere to goi am actually getting tired of certain jobs whose gameplay change entirely each expansion..like ast and summoner.. i wish they'd just find a sweet spot and leave it alone. DNC and BLM seem to be in that sweet spot..
i also think that more fights should have aoe that go off faster like titan at 50. in copperbell mines the slimes don't detonate till like 10 seconds after the castbar starts. there's no threat of messing up in most of the game. i hope yoshi figured this out since he was demonstrating falling asleep on stage to our gameplay for 4+? years now.
Take your two examples
1) DNC, DNC has literally no more space for new procs in its burst window and has superficial skills that fill the window (does anyone really care for starfall dance) so unless they retool something you are likely going to just get “saber dance 2” which is just single target saber dance which doesn’t really strike much interest in the job (ask healers how excited they get for their 10 potency upgrade every expansion)
2) BLM- paradox fixed the last little wrinkle in BLM both from casting the weak fire 1 to refresh astral fire and not having enough to cast inside umbral ice since the standard line didn’t always allow you to refresh thunder 3 in umbral ice. Where does the class go from here. The class is both completely Freeform and incredibly rigid in its skills. You could give like a manafont 2 that allows for an entire second fire phase rather than just an extra fire 4+despair or a second charge of manawall but neither really does a whole lot (if anything increasing manafont actually reduces its expression because then you are just encouraged to do back to back fire phases like the change to RDM)
Eventually jobs that remain static get stuck. Sure ShB SMN->EW SMN went in the other direction to the extreme but remaining static doesn’t always work either

Yoshi P calling me directly to redesign healers.
Even if a job hits 'perfection', it will be imploded at some point, and not even talking about button bloat, but actual design room. XIV is honestly terrible with 'future proofing' their jobs because of how tight their job system turns out to be with the 2min meta and all, plus the leveling system is vertical.
Regarding of how big or small, there's always something /new/ to look forward to, and they just run out of conceptual space at some point. I'll put Lilybell and Macrocosmos as an example - those two are really overkill healing actions that I personally think they add just bloat to their kit.
Design is a process, not an end goal which means job designs should, and will always be in flux to some degree.

Honestly of the level 90 healer skills (and arguably the 86 ones) the only one that really distinguishes itself is expedient because of its unique effect and they fully admitted expedient was an accident
It's so ironic that Expedient was meme'd to death upon its reveal by the community as well, and turned out to be such a strong and cool action that it even had to be nerfed - and still remains one of the most useful utilities of the game that is applicable in a ton of situations. It speaks volumes on how they don't want to go outside of their boundaries if they admitted it was an accident.
