What about throwing it in as a early quest reward so it's almost unmissable?

That would only work out for the people who are already in DT. The point of the fantasia is not to reward DT users but to resolve any unwanted side effects of the graphical update for all existing characters. It needs to be delivered via a method that does not care about story progress.
