If DT launch ends up as congested as EW, despite the changes to the login servers and hardware updates, they may decide the new data center is needed. Any new world starts off dead. It takes a few years before they start feeling alive. Spriggan and Twintania were dead until the main WoW exodus began despite having been added 2 years earlier.
As for the cloud, they've never announced their conclusions that arrived at following the test. As smooth as things may have seemed to us players who participated once the first day congestion problems went away, I'm certain they were looking at far more than that. We don't know that they're going to start moving servers to the cloud or utilizing it in any way until they announce something.
