A set amount of baits, like 3 for fresh water, 3 for salt water and 3 special ones you can choose from. Or whatever amount we would need. They will never run out and take up no inventory space...

Outside of ARR, this basically is what already happens each expansion.

There's only a small handful of bait added each expansion that only is ever used for just the expansion. Once you are done fishing for an expansion you can basically chuck all the bait. With the exception of a few things, you rarely see fishing bait cross expansions.

Okay as someone who plays fisher a lot I have:

1 Universal Bait
3 baits for ocean fishing
like 6 or so baits for the rare fish in ocean fishing
4 baits for Diadem
1 bait for these delivery NPCs
at least 9 baits for different fish I can desynthesize or otherwise need for crafting and making money regularly
And because I am lazy and don't really work on it: Still 6 baits for the legendary fish from ShB - and the fish I need to catch for their intuiton buff.

That's on top of the baits for the current expansion

Plus 3 baits for beast tribes which I arguably don't need to carry around all the time but do it anyway.

Well they all fit into my saddle bag. But having that space for something else? Why not.
